What has changed since Support at Home (SAH) was introduced?
On 1 November 2025, the Support at Home (SAH) scheme was established, which has replaced the former Home Care Package program. All participants enrolled in the old program received the support of the new one automatically.
One of the biggest changes is the introduction of eight funding classifications, replacing the previous four package levels. Funding is now allocated quarterly rather than annually, creating a more structured approach to managing budgets and services.
The new program also includes funding streams for the Assistive Technology and Home Modifications (AT-HM) Scheme, which provides particular products and equipment through an additional pathway of funding.
Why funding is an even bigger consideration today
Although there are some advantages to the new process, both providers and individuals involved are realizing that, in comparison to the old HCP model, funding must be better planned and accounted for.
This is due to contributions being means-tested, along with budgeting considerations, and therefore the importance of selecting products and solutions that bring value as well as outcomes.

- Does this make the person more independent and safer?
- Will it continue to fit the person’s needs as their needs evolve?
- Will this help minimize further service requirements?
